    Flora is the newest and one of the most ambitious master-planned communities in Hutto, spanning 835 acres in the northeastern part of the city. Developed by Empire Continental Land, Flora is designed around a nature-forward philosophy with an emphasis on green spaces, community gathering, and modern living. At full buildout, Flora will include approximately 2,800 single-family homes, making it one of the largest residential developments in the Hutto area. The first phase opened in early 2025 with model homes from seven different builders.

    Flora draws a broad cross-section of buyers. Empire Communities offers entry points in the low $300s for first-time buyers. Highland Homes and Perry Homes serve the mid-range with homes in the $400s to $500s. Westin Homes targets move-up buyers with homes reaching into the high $700s. The community also appeals to remote workers who value the co-working space in the amenity center.

    The centerpiece of Flora is Market Square, a roughly five-acre amenity complex anchored by The Bloom House, a 5,300-square-foot clubhouse featuring a fitness center, event room, coffee bar, and co-working lounge.     Flora is zoned to Hutto ISD. A new elementary campus (Elementary #9) is planned within the Flora community on a 17.3-acre site, funded through the 2023 bond, with a target opening of Summer 2028 and capacity for 800+ students. Until then, students attend designated existing Hutto ISD campuses.

    Tri Pointe Homes has offered up to $25,000 in closing credits. Highland Homes has offered up to half off customization (up to $100,000) plus closing cost assistance. Empire Communities offers entry from the low $300s. Always confirm current incentives directly through your agent.

    Considerations

    Flora is in its early phases and will be under active construction for several years. Amenities are being completed in stages. Retail and commercial development within Flora is planned but not yet built. Highland Homes' Flora section is currently sold out, though other builders remain active.
